Francisco Merino Amand (Lima, 1972). PhD by Universidad de Valencia (Spain), in the Ethics and Democracy program, and Bachelor in Sociology by Pontificia Universidad Católica del Perú. In recent years, he has been a professor and course coordinator in the Humanities Department at Universidad Peruana de Ciencias Aplicadas. Additionally, he has collaborated in designing and teaching ethics courses for public management at the Escuela Nacional de Administración Pública (ENAP) (National School of Public Administration), the Ministry of Education, and the Ombudsman Office.
