PhD from the University of Hertfordshire (England), professor at the Postgraduate Program in Public Policy and at the Department of Economics at the Federal University of Paraná (UFPR). He is a researcher at the National Council for Scientific and Technological Development (CNPq), author and organizer of books and articles published in national and international scientific journals. At UFPR, he coordinates the Center for Studies in Institutions (NINST) and the Council Observatory.
