Chemical Civil Engineer; he holds a PhD in Chemical Engineering from the University of Delaware, USA. He was Associate Professor, the highest academic hierarchy in the University of La Serena, from 1989 to 2018. He is the director of the Technological Information Center (CIT), an institution dedicated to the research and transmission of scientific and technological information.
