Víctor Jesús Gonzáles Jáuregui

Lawyer, served as Officer of the Legal Corps of the Peruvian Navy, holds a Master’s Degree in Political Science with a major in International Relations from the Pontificia Universidad Católica del Perú, has a PhD in Law, a diploma in Security Policies and has taken specialization courses in human rights, international humanitarian law, post conflict, gender perspective and migration at the Instituto Internacional de Derecho Humanitario in Sanremo, at the Inter-American Institute of Human Rights, at the Center for Hemispheric Studies of the Defense University in Washington D. C., and at other academic institutions in his country. He currently serves as advisor, consultant and professor at the International Institute of Humanitarian Law of Sanremo, the Naval War College, the Center for Higher National Studies and the Center for International Humanitarian Law and Human Rights of the Armed Forces. He has been a guest lecturer at the Delegation of the International Committee of the Red Cross for Bolivia, Ecuador and Peru and an expert witness on behalf of the Peruvian State before the Inter-American Court of Human Rights and has published articles on his specialty in various national and foreign media and academic journals.
