Public administration is based on the principles established to govern the administrative function and must be at the service of the general interest. For this reason, it is called upon to respond to the needs demanded by the social, political, economic and cultural context, within the frameworks established by the Constitution and the law. The administration, through its servants, must promote changes that strengthen its structure in order to respond to the challenges of the context in accordance with the mandates of the Political Charter.
