The implementation of the Havana agreements can substantially reduce security problems and boost economic development. However, this process faces a number of challenges: to prevent illegal armed groups from occupying the spaces left by the FARC, to tackle and neutralize armed opposition to crop substitution, to address the rearrangement of criminal structures and the sophistication of criminal methods in urban areas, and to capitalize on decreasing violence to accelerate economic growth and poverty reduction.
In this context, in order for the economic benefits of peace to materialize, we must be clear about the possible effects of the decreased intensity of the conflict on the economy at the aggregate, sectoral, and regional levels. Likewise, a diagnosis of the efficiency of the Armed Forces and an analysis of policies aimed at reducing crime and violence not related to the conflict are a basic input for the design of policies that guarantee the sustainability of peace and enhance the benefits derived from it.
Based on these considerations, this book approaches post-conflict problems from four perspectives: economic, military, citizen security, and asset laundering. Throughout the book, experts in these areas offer rigorous diagnoses and analyses that are fundamental to the design and implementation of policies that extend the benefits of the peace agreements.
