Speaking of the effective enjoyment of rights, both from a legal and social point of view, implies carrying out an exhaustive review of the sociopolitical, economic and cultural conditions of the context, which condition access and the material exercise of each of the fundamental guarantees recognized to humans. In fact, in an environment in which the difficult socioeconomic conditions are evident, coupled with the serious consequences of the internal armed conflict, this free and full exercise becomes difficult, since the social and economic dynamics, as well as the institutional policies, act as adverse factors to its effective enjoyment.
