Francisco Merino Amand’s publication discusses the proposal of a foundation for the ethics of public administration, an applied ethic that includes a set of guidelines on how those who exercise public functions should act within a democratic state. It also proposes overcoming the deficiencies of approaches that favor an economic-administrative approach or a legal approach in response to the aforementioned question.
