Citizen participation in the important decisions of life in society has taken place in established spaces other than the periodic elections of representatives at the various levels in which the federation is organized. Municipal councils are one of these spaces. Health, culture, sport, security, human rights, environment, urbanism, social assistance, tourism, the elderly, and people with disabilities are some of the areas in which they operate.
