In relation to public policies, contemporary society behaves in two ways: it can be more enlightened and participant, asking for better results in solving problems. Or it can look at the facts that involve the deviations around public management. Understanding how the variables are articulated in the formulation, execution and evaluation of public policies is an urgent need.
