Floods are extremely complex events and their ocurrence is the result of a complex netwok of convergences that contribute to it. The combined action of sociocultural, economic, political, ideological, technological and natural factors converges in the construction of geographical areas of risk. The floods in the Northeast of La Pampa and more widely in the so-called Argentine depressed pampas are historically recurrent, although in the last 40 years they have been aggravated by this variety of causes. Floods and their impacts originate in the dynamics of the capitalist mode of production and in the organization for the management of prevention and/or mitigation. However, the oficial discourse frequently refers to the increase in tainfall, when blaming the blame for the damage caused in urban and rural environments. A simple and simple way to shift the center of the problem towards an “abstract” responsable, an ethereal enemy, about whom “nothing can be done” and only “we have to wait for it to happen”. This book is the result of research carried out by an interdisciplinary team made up of teachers/researchers from the Institute of Geography of the Faculty of Human Sciences of the National Universuty of La Pampa and by technicians, researchers and extensión workers from the National Institute of Agricultural Technology – Experimental Station Anguil “Guillermo Covas” from the province of La Pampa (INTA-EEA).
